I say Biden can pronounce the ERA as law

After all, Biden is still President and what he says goes since he has presidential immunity (per SCOTUS).
Second, the ABA says the time frame doesn't apply.
Third, states cannot rescind prior approval of amendments. No such deal. Those opposed to the ERA would have to do another amendment process to rescind it just like for rescinded Prohibition.
