Did Trump attempt to cut funding for suicide counseling at the VA?

There was a post this morning DU stating the above.. That post was later deleted. I did a Google search and could not find anything specific; however, Chris Hays' opening tonight was Trumps attempted spending freeze and he specifically mentioned cuts to Veterans' suicide counseling.

I did another Google search and came up empty. If it's true Trump tried to cut suicide counseling for Vets, I intend to rip by Rep (R-Christian Nationalist) a new one; however, I need to armed with the facts. Does anyone have a link to authoritative information on this topic?
