Much poorer folk would get arrested and not see the light of day again. Oh yah, dollars can bring an end to suffering.

Something like the Silly Season. He did use that I think in "The Year of the Jackpot," and this story seems to echo some elements, but Heinlein, I think had another term he used in several stories. I don't recall what it was though.
