The UAE doesn't have any laws regarding veiling, and a traditional ethnic dance would certainly not be seen as out of place. There are plenty of places to read up on the culture. The movement of the hair is meant to evoke waves of water. I hope the comment "very weird" was more about Trump walking through it and less about the cultural expression itself.
