11. ACA is not Obama's signature program

The ACA that finally got enacted was nothing like Obama's original proposed program. The Republicans destroyed it. Democrats caved.

Better than nothing is about the best you can say for it. Super high premiums for really shitty insurance. The subsidies made it marginally useful.
