2. So, it's cheaper to take heavy oil from Venezuela than to rebuild our refineries to process light crude from the US.

No wonder Trump met with US oil companies before he attacked Venezuela. We need more heavy crude to feed our refineries.
At the same time, we export a lot of our light crude to various countries around the world.

This will cut that off. Plus, China currently imports about 11% of its total from Russia. Unlike the US though, when faced
with a shortage of something, instead of petulant bellyaching, the Chinese will figure out an alternative.
