If he was serious, he would stop the ILLEGAL GUN/AMMUNITION smuggling from the US into Mexico where it keeps cartels in power and forces decent people to seek refuge in the US. He'd also fund the policies that help fight the conditions/social ills that contribute to people turning to drugs.
