I'm not seeing this happen, but I wonder if it's going on.
Wouldn't a targeted effort to restrict the number of predominantly black congressional districts lead to an all-out effort on the part of Democrats to ramp up voter registration numbers? I'm not seeing or hearing much about this kind of response. Seems like that would push the apathetic closer to action.
