Caligula was bad. Very bad. But some of the claims may just be propaganda written by his enemies. Same with Nero. Romans were bad about that and it clouds the historical record. Had Pompey and the Senate prevailed over Caesar, I'm sure later writers would have claimed Caesar had sex with goats regularly.

On the bright side, Rome survived those bad times and went on to its glory years with the Flavian and Nerva–Antonine dynasties, culminating with Marcus Aurelius.
