So if a dog walker is too lazy to take the dog droppings home and puts them in your recycling bin, you get fined.

SYRACUSE, N.Y —
The City of Syracuse Department of Public Works (DPW) has announced it will be issuing citations to property owners who do not follow setout requirements for trash and recycling carts, as of Monday, January 6. Fines are $100 for households that fail to correct violations after receiving a citation.

Prior to this, DPW crews issued warnings without citations or fines at properties that were already not following proper set out requirements. The most common mistakes included placing trash in recycling bins, bagging recyclables, and failing to break down large cardboard boxes, according to the DPW.

WTF are you talking about? It should also go without saying that dog walkers who actually pick up their dog shit and properly dispose of it in any trash bin are not lazy, and are responsible citizens. Not to mention, “your” trash bins are yours to borrow but they belong to the municipality. So again, dog walkers who throw their dog shit away in the first available municipal bin are not lazy.

As someone who work in recycling, this is not only necessary, it is going to be the new normal everywhere eventually. It has to because the amount of trash received in recycling makes the system really inefficient and expensive where we have to sort it out and then landfill at our cost.

The city provided plenty of time for folks to understand the program and issued reminder notes to correct incorrect behavior. Now comes enforcement, which is how we get better compliance and better recycling material for those still not with the program. Most of the violations will be for boxes not broken down, filled with unrecyclable packaging (trash) with the lid not closed.

If a neighbor is using your recycling bin for trash, then the property owner needs to either control this or not set the carts out so early.

And dog owners are more likely to use your trash cart than recycle if both are out at the same time. While using someone else’s carts are discouraged by cities, yet it’s not the worst thing to clean up poo and responsibly place in the nearest trash cart sitting out on a curb. That wouldn’t be a violation, It’s just some prototype owners don’t like it.
