VA-HD23: Margaret Franklin wins Democratic primary for state House special election

Prince William County Supervisor Margaret Franklin has won the Democrats’ hastily planned primary caucus to pick a candidate to run for a special election for the 23rd District House of Delegates seat.

Franklin, 39, bested her opponent, Stafford businessman Muhammad “Sef” Casim, 35, with about 67% of the votes cast.

Franklin won 225 votes, while Casim won 109 votes, according to Sam Chisolm, chairman of the Prince William County Democratic Committee.

Efforts to reach Franklin for comment were not immediately successful Tuesday night.
