I was in San Francisco many years ago,,,and the seals had taken over a beach then.

Seals are protected in California and people, official or otherwise, are not allowed by law to molest them in any way. That includes chasing them off of beaches. Humans get to use the beaches that seals don't like.

Actually, a good idea is to set up a safe viewing area and turn the spot into an eco-tourist area.

Years later, I was in San Francisco again, and this time they had taken over Fisherman's Warf. My guess is that this is very common. If someone from San Francisco is around, perhaps that person can verify my idea of seals taking over certain areas.

They took over "Children's Pool" beach years ago.
