I hope that this episode can stir some consciences, and that we can finally put an end to the exploitation of animals in circuses, the mayor added.

I'd say the odds of some hyped-up gun-humper or impulsive cop NOT shooting the animal dead before anyone with expertise could even be notified-- in much of the US-- to be far too close to 0.00%.
