After Congress averted a government shutdown with a last-minute deal, it’s become a serious question: who runs the GOP, Donald Trump or Elon Musk? While Trump is about to be sworn in for his second term, Musk is the richest man in the world and appeared to play a bigger role in the government shutdown talks than Trump did.
