23. A Blessing in Disguise?

Kinda thinking along the lines of "If you're cold, they're cold. Bring them inside."

It would be terrible to deny a more comfortable environment to our outgoing President, his family, and other former Presidents, their spouses, and attendees. If any of them suffered adverse effects from the inhospitable outdoor conditions, it would be awful! Better safe than sorry.
