Certainly not the confederacy where test scores are abysmal.

Not the neoconfederate states like Iowa, Ohio,and Indiana that used to have great schools that they refuse to fund.

I guess that leaves blue states along the west and east coasts. Somehow I don't think that will make mango Mussolini and his rethuglican owners happy.
