He's experiencing an intoxicating sense of power right now, and he associates that salute with the ultimate transgressive expression of that power, associated with the worst character in history. I think some part of him embraces the idea that more and more people associate him with danger and evil. For want of a better expression, I think he gets off on it. You could sort of feel that when he told all those CEOS to "fuck off" if they pulled their advertising from Twitter.

Elon Musk can't be shamed because he's not ashamed to be this person.
