If they got the order, it didn’t come anonymously in the mail hidden in their subscription to People Magazine. They were sent. Arrest those who sent them. 25 years if they reveal who sent them. 40 years if they don’t. If a 40 year sentence is severe, as it would essentially end their lives, just what were they doing to get their sentences in the first place?
