euphemistically back when Clinton became POTUS, and yes, it is nearly 100% a "free-market solution" to getting more of the population covered, favored and conjured up by reich-wing think tanks in the late 80's/early 90's.

This is part of why the right collectively has NOTHING to replace the ACA, despite whining and lying about what it is for the past 15 years. It's already "their side's" best idea, but they cannot admit it, because they are compulsive liars and gaslighters.
