such a way that the Senate agreement is among themselves and is not a part of the CR that was passed by the House. Therefore it does not have to go back to the House. However once the government is open Johnson has no cover for keeping the House out of session. It doesn't mean he won't it simply means he can't use the shutdown as cover any longer.
