Do not have the force of law. And particularly given that Barr misrepresented his report, and the matters under investigation were so serious, there was clear justification for Mueller to go to the press and to Congress, and speak out forcefully.

Most people will not do this because they fear the consequences or for other reasons. But it is the right thing for a person to do if he expects to be viewed with honor.
