4. To be clear, this is about emergency preparednesss in a worst-case scenario.

The WHO, part of the UN system, has started preparing for radiation-related risks.

But I understand where this man is coming from. If the threat has moved from the unthinkable to the possible, then, where the hell is the UN in denouncing this madness?? We know it's a toothless institution now but at least make an effort for Gawds's sake!!
