Ability to work with other members, but also be firm with them. You need to know all of the procedural rules. The more you know the more effective you are. Look at Mitch McConnell? He had about as much charm as a turtle. Yet, he was very effective for the GOP. He blocked a Supreme Court nominee, then flipped it around when Ruth died. He was excellent at giving the GOP what they wanted.

So, when someone says they want someone who has charm and charisma, "the face of the party", I say, "BS". You want someone effective. Personallity is not a prerequesite.
