1. It's been said that Lindsey Graham was the "whip" of the Senate.

He'd go to reluctant Republicans and use the carrot-and-the-stick logic of "The President will be mad at you and you won't get the funds and projects you promised your constituency".

Then he'd go to Democrats (across-the-aisle) and persuade them to vote for something they didn't believe in, their constituencies didn't believe in.

Now that Graham's gone, there isn't another Republican in the Senate who can whip up the votes for Trump.

Blanche is a dead man walking and will stay that way unless the Senate is not convened during a recess.
