What dictators are going to be there? I see that Xi Jinping is sending an envoy and El Salvador's Bukele has been invited but has not stated if he's coming. The other invites I see are either people not in government, envoys, or simply legitimately democratically elected leaders DU doesn't like (Meloni, Milei). Orban was also invited and could arguably meet the criteria, though he hasn't confirmed he'll be there.
