Musk may be a genius, but not even he can be capable of running his commercial empire while simultaneously overhauling the entire US government. There are conflicts of interest w.r.t. his companies' contracts with the government, on one hand, and with respect to how his own time and efforts are distributed, on the other -- he can't possibly serve two masters well at the same time but must either serve one at the expense of the other or serve neither well.
