is because it used to be untenable for the Governement to make mistake. They dotteed their i's and crossed their t's. If they didn't, people screamed and yelled louder than if they were inefficient. No one patted themselves on the back that they INTEND to make mistakes. That its a feature not a bug. That it means everything is working as planned. Up is down!
