.... Unauthorized (a.k.a., illegal) immigrants drive cars. If they are not allowed a driver's license, they still drive cars... illegally. If they are a allowed driver's license they have to take and pass a competency test, like the rest of us. This, presumably, means they go through the necessary practice and preparation and are better drivers for it. So it improves transportation safety.
