I would speculate that it is the driving factor in the growing stories of ICE abusing people who are attempting to enter legally. The admin is putting HEAVY pressure on ICE to increase apprehensions and deportations. ICE knows they don't have the time and resources to hit the Trump Junta's numbers, so they are going after the "low hanging fruit" to pad their numbers. So we wind up hearing stories of 18 year old recent high school grads from Germany who are traveling the world on a budget and get detained, strip searched, full body scanned, placed in prison jump suits and detained for hours before being denied entry and deported. Their offense? They didn't book a hotel room and that seemed suspicious to ICE.
