.... being an intelligence analyst at NSA with a master degree in cybersecurity suggests he at least has the technical competence. And being a intelligence analyst at NSA is not the same as "working retail".

However, as you suggest, that does not guarantee administrative and managerial experience and competency. It is necessary, but not sufficient. So you are right.
