And would it be effective?
In a roughly +5 state (I don't know what Maine is in registration numbers) That would mean it would be roughly +2-3 (within margin of turnout)
In a +7, I'd do that at +3, +4
There may also be the issue with Nebraska. My understanding is, what prevents Nebraska from changing their rules is Maine
