They get away with doing this stuff in large cities or to the commies living on the west coast, but to bring it to a small mid-western city that is well-known for their hospitality and low crime rate. A town that many fondly call home. In the dead of winter for heaven's sake. Maybe they thought people hibernated and they wouldn't notice.
