I think that was settle many years ago when the FBI was using unpurchased copies of Word Perfect and dBase.

With the USPS that is why they had certified and registered mail and mail insurance. Because way back when mail was delivered by horseback it was never certain that the mail could be delivered. Even today mail can be destroyed when a mail truck is involved in an accident and the mail is destroyed.
