Simple theft?

To whom does mail belong once it is in the hands of the post office? These are physical objects that have an original creator and an intended recipient. It should belong to one of them with the post office only providing carriage. By choosing to not deliver the postal worker is taking the property of someone.

There may be other criminal charges that can be brought against other refusal of service acts with real world consequences.

It's not all torts. (if that is the right word. Not a Lawyer)
