and the similarity between "hemispheric security matters" and El Salvador and Costa Rica's "security framework" to fight "transnational criminal networks" indicates Trump hijacked it from them. No, no-one is openly admitting it became an Epstein distraction tool in February, but that idea, from the OP, does seem a good working hypothesis.
