This resulted from a mistake in the bracing for the alteration in preparation of building a higher structure through and on top of an existing office building. This is a construction management issue, where something major like bracing was missed or steps got mixed up. I have no idea if NYC is playing fast and loose with the building code to expedite office to residential conversion or this was simply an onsite mistake.
