2. So, I guess that this will impact red state voters / residents the most negatively? Red states (most of them at least)

don't have the funds or economies like the blue states seem to have, thus fewer red state residents will be covered by health ins.

Another reason why red states seem to lose populations (other than TX and/or FL (but FL is up in the air, w/ constantly escalating insurance costs and escalating taxes)).
