it looks like it is part of the "V" in governor. The "V" appears to be a check mark as in a vote for her. I agree with you that she probably purchased clothing items with "governor" on them during her campaign and now this whackjob is cosplaying the governor's role. 
Also, "Star Fleet Commander" Lake is a hilarious title!
