2. I've found it to have the opposite effect

Since moving to "unlimited", people take less vacation time. This is because they don't fear losing the time at the end of the year. It was a great excuse that is no longer applicable.

Also, companies are no longer required to pay you for unused vacation time if you decide to leave.
