only pertains to having a form created the proposal has no direct bearing on reinstatement of rights.

My take: No matter what bullshit the legislature tries to feed the public, they aren't ever going down the road to redemption for ex-felons.

Geez, that's like having them actually deal with something that doesn't give lobbyists access to them.
