2. Are They Big Enough To Invoke Home Rule?

I doubt it. Home rule was made very public when the drinking lower was lowered to 19 in the 70's. Some communities didn't want to do it, but unless you were over X population, you didn't have the choice of superseding state law with a stricter one.

Now, in some small communities, even bar owners agreed that they were only going to serve 21 and up so it was de facto law, but if any single owner decided to ignore that community preference, the town couldn't pass it law to make that illegal.

I know Lincolnshire isn't some rural dot on the map, but is it big enough to invoke home rule.
