had to pay because of rauner's inability to govern, sign a budget and operate without issuing bonds in a timely manner for debt repayment and running up the cost of borrowing. How much of that added cost of borrowing went into the hands of rauner and his circle of friends who most likely Illinois debt with great interest payouts they received? I wonder.
