11. I'm not sure, in the case of a minority offender

that a crime motivated by hate is much worse than a crime motivated by anything else. If it rose to the level of insurrection, maybe that would be different.

The added societal problem of minority oppression makes all the difference in the world to me. Why? Because it can strongly affect the whole of society rather than just the single victim and single offender.
