That population seems to grow more and more. Not sure when you lived in CA but my experience renting around the Bay Area post year 2000 was no smoking in doors or patios. I rented about 4 years before a house fit. The rental agreement made no smoking an objective that if violated they could and would do an eviction (2 months of rent deposit became theirs too-they were very motivated to monitor it).

I don't think you would run into the same circumstances again. If you complained they would act upon it. It is nasty but if they can do it in a far away designated area - sure let's give them some where.
