4. Only a few archbishops (usually under 200) are Cardinals of the Catholic Church.

Most Cardinals are Archbishops, but most archbishops are not Cardinals.
Cardinals are a special honor given by the Pope; they are eligible to be electors when a Pope is chosen, among other honors and duties which I am not familiar with. When a cardinal dies, the title does not revert to another individual.
Archbishops are bishop leaders of an archdiocese, which is an ongoing entity when the leader dies or retires; another person/clergyman is appointed to take his place.

I'm sure others can give a more complete answer, but this is a start.
