3. Paxton has done this before. He supported primary challenges of the incumbent judges of the Criminal Appeals Court

Those judges rejected Paxton’s efforts to unilaterally prosecute voter fraud. They lost their primaries with Paxton’s help and owe their jobs to him.

Currently being investigated for corruption, maybe Paxton felt he needed allies on the Appeals Court. He is also a strong supporter of Trump and may need a pardon from him as well,

He was impeached for corruption by the GOP House of Reps, but the Senate failed to convict.
