You can test if it's the mouse by switching out another mouse. Mice are cheap. Internet shutdowns might be malware. Awesome app malwarebytes can be downloaded free. You'll get a couple week trial. I do IT for a living and those would be the first things I'd look at. There's more of course but these are fast and easy.
