Not been able to find a tweak utility to do it, but (buckle up!) it's a fairly easy Registry edit.

Before you touch your registry, make a full backup. Type 'Regedit' in either Find or Run command box. In the regedit File menu you can import/export your registry settings. Don't ignore this step.

Then I'd also make a restore point and call it .... whatever. Just in case.

Here are a few links on how to do this. They basically all say the same thing in different ways. The essence is the number that you enter into the Registry key in 'Scroll Width'.

Mine is set at -400 which pretty well replicates to old scroll bar width.

You will not see effects until after a restart.
