2. Cheap drones and missiles

The war in Ukraine has brought home the utter idiocy of building a large navy of surface ships. A billion dollar boat (ok ship but I like the alliteration) is a sitting duck for a swarm of suicide drones or surface to surface missiles. Don't hold your breath for the navy to discontinue these programs. There are too many admirals who love those big jobbers and can't wait to hit their 30 years so that they can glide on over to the industrial side of things and really cash in. So if you wonder why we don't have public healthcare just thank the US Navy and other armed services for sucking up 38% of the income tax revenue.
