We had the shyest cat ever, got her from a shelter. I would try to pet her and she would move away. Finally, after like 2 years, I figured out that if I moved my hand very slowly to pet her she would be OK with that. She still does not like to be picked up, maybe because that's what we do when we take her to the vet or on a car trip?
